How do I stop a wall mounted punch bag from swinging so much?

I believe there's a bungee-type rope that auto returns the bag to the perpendicular position. It should hook into the ring you're mentioning. My heavybag stand has hooks at the bottom so you can bungee the bag to the base, and reduce sway. Why can't you punch the bag from an angle in which it won't hit the wall?
