What do covalent bonds consist of metals or nonmetals?

Covalent bonding takes place when two non-metals combine. The non-metals which take part in covalent bonding have 4,5,6 or 7 electrons in the outer shell. When covalent bonding takes place the non-metals share electrons. Molecules are formed.
