If there is two prescriptions written on one slip do i have to fill both?

doctor wrote two prescriptions on one slip but I only have enough money to pay for one is this allowed? have strep throat and he prescribed antibiotic and decongestant. I'm not congested anyways so I just want to get the antibiotic.
