Recently engaged and looking for help with a location for a Civil Ceremony!?

The budget is much smaller then I had hoped for and most banquet halls want $750 plus to hold the Ceremony! Any ideas of where I should look for a less expensive Civil Ceremony location? For specifics I'm in Troy, NY in case anyone knows of a specific place!
